If given the chance they will do the same on all leaf shinobi and it is a cruel fact of war.

He asked again and got the same answer.These shinobi are very loyal to their village. Yet this was the world of itachi, he had just brought back his skin and carried out that process again, and repeated it until he got the answer he wanted to hear.
