*Ichizo POV*
When I asked Daisuke that question, his body stiffened, he clenched his fists, and his face became emotionless, He straightened his back and stared straight into my eyes. I can say that many different questions were formulated inside his head that he prepared to bombard me at any time.
So before he had the opportunity to do so, I spoke "You see things differently from me, you also take precautions before you make the decision to look at every angle to approach the problem. There's a reason I've asked you a question before. If you answer right away, it will show that you don't really understand what I'm trying to do with this nation. If you flatter me by saying 'Mr Yorukage, you made a very good decision', it will show that you are only pursuing a Selfish advancement of your status without a real understanding of how to do the job. You don't do both, you ponder my question deeply. During that process, you will continue to shake your head as if you found a different way to deal with the matter in any way.I feel they are not good enough to present to me."I paused to look at him and his face showed that my deduction was just right, it seemed to read people easier than I thought."I need someone to question my decision. I need someone who can look at me and tell me I'm wrong, someone who views things differently and has the wisdom and understanding to do this without underestimating me or undermining my authority in front of subordinates. In the future things will get busier, the scale of operations is much larger and the lives at stake will be too many to count. So I need someone by my side who can fulfill that role while remaining humble and being a good shinobi.not afraid to take risks." I looked at it with anticipation but I did not let it look on my face, I did not know how a leader of a nation should behave but, I did not let it look on my face, all I know is I can't show my emotions on my face. .
"Mr Yorukage, I'd love to do it.""Good, you will start soon, The next thing on my list is education followed by strength and military training. It has come to my attention that the Academy does not discuss in depth about Reading, Mathematics, Science, Shinobi World History, The Causes of great wars, and the History of clans. The book I gave you earlier was the Basic Science book, I'll bet that you don't even understand half of its content. But it's not your fault, it's a problem I want to fix. Without proper education as I said, future leaders will not know how to lead or use their resources effectively. I have created a re-education program that I will personally teach to every Shinobi at this time and soon after it will be the level of primary education that will be given to every citizen."
"After that we will offer advanced education that will be more in-depth on each topic. This is expected to make people question the current way the Shinobi world is conducted and provide new ideas and spearhead development of new technologies .Now Turning to Military aspect, Usually between the age of 5-8 years shinobi training begins. Now we will separate Shinobi aspect from basic knowledge aspect, even to start training to become a shinobi you have to pass your primary education course."I stopped to look at Daisuke and saw him standing there diligently making notes, it seems like I made a good decision.
Daisuke looked at me as if he had never dreamed of this idea before."Now turning to the structural organization of the Shinobi forces, the Command Chain was inefficient and practically non-existent. The Shinobi Genin, Chunin, and Jonin classifications are entirely too ambiguous and do not fully allow one to understand the level of power they possess. In turn it leads to a clear escape of responsibility from those who are in each of their rankings and placement abilities. The only clear rank is mine, so let's start changing from the bottom up, their main responsibilities in each rank, skill level, chakra reserves, and technique. The rankings will now be a clear reflection of his abilities as a Shinobi, there will be no gray areas or any special circumstances."
"A Genin is usually in charge of a D-Rank mission that does not threaten their lives while also doing their part to bring income to the village. They are usually separated from a team consisting of 3 genins and one Jonin. A Chunin usually sends more difficult C rank missions to B which may involve combat once they develop leadership and tactical skills. And Lastly, Jonin, an A-rank that literally covers everything else from A-rank missions to S and country matters. I find this whole system annoying ."Daisuke looked at me very confusedly and asked, "Why would Lord Yorukage do something like this?"
"That's the case, this rank was created under the interpretation that the Kage who deployed the ninja would have accurate and detailed knowledge of every shinobi in the Village. Personally for me that aspect is not required, I should be able to deploy Shinobi to perform tasks without having to know every detail about them and rest assured that they will be able to complete the task. As I said Inefficient, so over the next 3 days when the Advisor is formed, you should find a way to fix this problem. After that we will start the structural organization of Military training and Education."
"Yes sir!"
