Because Susan had bad intentions on Ilona he went up to the 2nd floor of the construction framework which was modelled to drop something on Ilona's head and very coincidentally there was a container containing cement.

"Hmm. The world has supported me to harm Ilona. I will wait first the right time to drop the container, emm... in addition to pretending to be also time well? let's be more convincing." Susan murmured with her evil smile.

Shortly after the sand truck arrives, this is a good opportunity for Susan to drop this container of cement onto Ilona's coconut, because no one will notice all busy lowering sand and other items.
