Currently the 3rd shinobi war is still continuing and currently minato is fighting alongside the konoha ninja forces against other villages.

While kushina is in konoha, kushina is not allowed out of konoha because kushina is a jinchuriki kyubi, if kushina is captured by other villages then the power of konoha will weaken.

If we talk about the kyubi attack that left kushina and minato dead, it will happen in 7 years so yuki prepares everything to save kushina and minato as much as possible.
