However, in 1943 during the Japanese occupation of Indonesia, Japanese entrepreneurs took over the building and its function was changed to a bag shop. This function ended when the Japanese ended the occupation of Indonesia after surrendering to the Allies. After the proclamation of Indonesian independence until 1960, the building began to be re-functioned by Indonesian entrepreneurs as a shopping center. The Surabaya City Government remodeled the building and designated it as a museum in 2015. Museum collection in the form of archives of the city of Surabaya in the past, ancient furniture, piano, and trophies. The ownership of the Surabaya Museum was handed over to the Surabaya City Culture and Tourism Office. While the management is handed over to the Regional Technical Implementation Unit (UPTD) of the Surabaya Museum." Sulastri explained
