1. Origin of Proposition 4

In this world there were 3 great powers standing side by side.

The first is certainly the kingdom. The kingdom has territory, soldiers, and also a clear government.

The second was a sect or martial organization formed by a group of people. The basis of the group also varies. Some are because of territory, some are because of cultivation techniques, some are because of trust. All of those sects would always compete to be able to gain influence and resources to develop their sects into even greater ones. But of course... They still have to submit to the rules of the kingdom where they live.

The latter is a union founded by a group of people who work as alchemists. Everyone called it the Alchemist Association. Isn't that arguably a sect as well?

It looks almost similar, but there are quite noticeable differences. A sect has an invisible realm of power (a shadow realm). The territory remained in a kingdom, but land ownership and use of resources were controlled by the sect.

As for the Alchemist Association not having a territory. They only have one building that is used as an office center in each royal capital.

If it was just like that, why could they be considered to have enough strength to be balanced with the other 2 powers?

Influence on their abilities. In a Cultivator World that relied heavily on strength, the influence of an Alchemist ability was greatly appreciated. Alchemists were able to make medicines to help cultivators increase their strength.
