Ryusei wrote down everything he had collected up until now. All he knew was that the Spirit Hall was unable to conquer the Bright Silver City. They sent a group of 5 Titled Douluo but after the City Lord accepted the offer of a mysterious expert, they all died mysteriously.

He also discovered that the Ruler of this City was merely a Spirit Emperor who could not kill those Titled Douluo alone, but, he was the one responsible for the deaths of all 5 Titled Douluo People. But he still could not believe everything the City Lord said.

And the most important variable was this mysterious expert with his mysterious organization. What was this organization, what was its agenda and why was it against the Spirit Hall only for unimportant cities when they could have taken other cities around the area?

Was there some kind of secret or treasure buried in this place but they couldn't get it for some reason? Or is it something else? He had to investigate this city very carefully, it would be good if it could help him in his own cause.

Is this mysterious organization fighting the Spirit Hall? Will it be able to help Ryusei in his revenge against the Spirit Hall? If yes, then how much does it cost? Would it be something related to his mysterious enemy from where they were hiding?

He then began writing the things necessary to shape the entire organization. He already had a general idea of what he wanted in the organization. The reason he wrote this was because he would write it somewhere just in case he forgot about something important.

He did not want to forget some information later on, even though his memory was amazingly good. This plan requires caution and many variable factors can affect the formation of its organization. He wants to be ready for this variable organization, it will help him change some things by keeping his mind on other variables.

He shook his head as he threw away the idea, he did not like to feel the idea because the first thing was that the children would not be strong enough to fight the Spirit Hall. Even if he gave them all the resources, it would require around 30-40 years of Training before some of them reached the Titled Douluo stage.

He shook his head because he did not want to delay his revenge for that long. It would be better to take things step by step. He decided that first he would build an information network across the continent.

For one year, their job was to gather information about every person or Clan that had some sort of grudge against the Spirit Hall. The people he would choose for this task were beggars or orphans who were starving and would do anything just to fill their empty stomachs.

He would give them money, food, and one task. To find information about the people who were against the Spirit Hall. Each of them would not be known to each other, so even if they were caught, they would not be able to tell anything about the organization.

Each of them would think that they were the only ones given such a task as it would accomplish many goals. The first goal is that they will feel special and will be eager to perform the special task that Ryusei has chosen specifically for them.

Even if they didn't feel special, they would at least be grateful for the food and money and would do the job that Ryusei would ask of them. The second thing was that they would become weak humans that no one would suspect these people for spying and would most likely speak without fear of leaking something important.

For example, if the Spirit King were to ask something about one's relationship with the Spirit Hall, that person would most likely think about why he was asking for such information and would remain on guard against him, the person would most likely think about why he was asking for such information, he could even lie and then tell the Spirit Hall about a suspicious person so that he could get some kind of reward from the Spirit Hall.

But if the person is weak, ask him the same question, most likely he would not be suspicious and might say something important regarding it and this way Ryusei had the chance to convince them of the cooperation against the Spirit Hall.

Even if they could not gather information, they would be safe because they were only weak people or beggars who could not even harm the flies. And it takes a very cautious and paranoid person to take action against some beggar.

There will be very small changes that they will be arrested and even if they are caught, it is not like they know something important about the organization. These people will not even know that the organization exists and that these people are part of such an organization.

Ryusei then started thinking about the next problem, the problem about money and food. He thought of letting each of them have 100 gold coins for a year because one gold coin was enough for one of them to live a good life for a month along with food.

Ryusei stretched out his stiff arms and placed his back on his chair while thinking, 'Where am I going to get so much money? Do I have to use stealing money from corrupt nobles or something else altogether? '

He stood up from the chair and lay comfortably on his bed. After a while he fell asleep.
