They were in different realms although in strength it could almost be comparable. Heaven Holy Beasts were related to Creation whereas Legendary Beasts were those who had passed through the obstacles of the sacred heavens and survived for a period of tens of thousands of years.

There are only eight animals that can pass the test of the ascension of the sky, for which they are called the Legendary Animals.
