The passport and some important letters are there, if he wants all of that back then he should get the bag back. He thought the woman was not messing around with the threat she uttered. He believes the woman will give her identity to the police and says if she's the one who stole the artifact and when the police came to search her they found it, he would actually be considered an actual thief because the evidence was on him. Had he asked someone else to return the artifact, the police would have investigated. He really is in the wrong position.
