The hideout of the rebellion group was inside the underground Gao. Li Zhong brought Jie Yan's group along with the women to the hideout.
Inside there, very many low-level cultivators joined the rebellion. Of course they were all mostly people who suffered at the hands of the Fire Kingdom.
