After getting news from the black market from the Barmaid of Romari he begins to search for Champ, one of the Empire's would-be secret police force members, the Wild Hunt as well as "the entertainer of serial killers".

Tatsumi has since been born in the world of Akame ga Kill he has been reminded of the character of his world because he has learned from what he remembers as well as the history of others as well.

Champ by definition is a bastard, a real bastard.

Champ is described as a highly disruptive pedophile whose obsession with killing and molesting children, as at his introductions, is, he stated that he did not feel motivated to kill the death row inmates because there were no children around. Just seeing the kids will get him excited.

Champ has no problem admitting his intrusive obsession of raping and slaughtering children as, in his eyes, he does good deeds, justifying his actions by claiming he makes "angels in reference to children remaining angels forever" because he sees adults as nothing more than dirty animals.

Growing up in a wealthy household, Champ was harassed by his parents.

He sees children as a way out for healing from the abuse and plays the role of a clown to play with them. Eventually, he lost faith in "dirty" adults and began killing children to prevent them from growing up.

Over time, he develops a sexual relationship with the act and soon becomes a deranged serial killer.

Moments before the start of the series, Champ massacred an entire class of children in a farming village near Joyou. To maintain a peaceful appearance, the case was swept under the rug. This leads the children's teacher, Run, to pursue Champ for revenge and justice.

Knowing of letting such trash live in the Eastern Region was unlikely Tatsumi would let him live until his just anger was satisfied.

But searching for that person alone was a bit difficult even for Tatsumi to find one person on such a large plot of land. Even he had limits on what he could do when he was looking for a fat clown.

Teigu was made on the instructions of the First Emperor, who feared that the Empire he founded would eventually fall. In order to prevent this, he collected a lot of materials and employed many scientists around the world to create powerful weapons and defenses.

The creation of Teigu was the result of their efforts.

There were 48 Teigu in all, but nearly half were lost during the civil war about five centuries before the start of the story. Some Teigu have been seen destroyed; it is unknown how many of the original 48 remain.

[Conqueror Haki] is a rare form of Haki that allows the user to use willpower over others. This type of Haki cannot be achieved through training and only one in a few million people are born with this ability.

The basic level for using this type of Haki is that there are only three uses: Dominance, Incapitation, and Pressure.

What Tatsumi did was to try out the Basic level Domination on Teigu [Lionel] just as Esdeath tamed Teigu with his own determination to force him into submission. And as Teigu tries to reject Tatsumi's spirit, his determination responds to dominating Teigu [Lionel] using [Conqueror Haki] to force him to submit.

The concerned Teigu is then forced to submit to an unknown force residing within his new user as he cannot resist anymore as Tatsumi begins to take control as he speaks unhappily with Teigu who rejects it, "Ok listen here you excessive belt accessories. ! I don't like you pulling that shit! Do that nonsense again and I will consider destroying you completely in one go!! Fucking plot!!"

Hearing Tatsumi's words, Teigu was quite afraid of the tone because he was serious about destroying it because it could only be conveyed because Tatsumi immediately felt complete control over his new form as he smelled the area quickly.

Although it was more like grinding and bluffing Teigu but was an effective training method for Tatsumi [Conqueror Haki] so it was a victory for him and made [Lionel] as the first Teigu to agree without (with many battles) many against.
