There is a battle in the forest of Sora, Rico and his friends against the soldiers of the kingdom of Eleanor. If the sale and purchase transaction is illegal, it is usually done by small ports and those that are not feasible to use. This is to avoid the sales tax of sacred animals that are quite expensive.
