All the members of the Fujiwara Clan were actually subject to and obedient to the agreement. It's just, kid

"Prince Noguchi, you are the only one left of the Noguchi Clan. And you are the only hope of the people of Nogufuji" Ryusa said.
“But Sir, why did Mr Yorinaga treat me so badly and cut all this from me?” ask Noguchi.
“Mr Yorinaga is the one who has saved you, Prince. I think he has his own reasons for doing so.”
Ryusa later recounts that Emperor Nogugato had two generals whom he trusted most.
The two generals were General Matsuno and General Yorinaga. When Emperor Nogugato realized that it was too late to prevent a coup from being carried out by the Fujiwara Clan, he then ordered General Matsuno to take away the Inscription Agreement. He did not want the Testament Inscription to be destroyed by the Fujiwara Clan to cover up the truth.
Emperor Nogugato also ordered General Yorinaga to pick up Noguchi
in the Butterfly Village with his mother.
At that time, although Noguchi was the biological son of Emperor Nogugato, he did not live his life in the palace. That

“Kabuki, take the Prince to his room to rest! Tomorrow take him to see Elder Sasaki!” Ryusa.
Hearing Ryusa's words, Kabuki then gets up and invites Noguchi to leave the room.

Yatsu later recounted that he had found traces of the Yongdai Elders and their members, but he could only smell them on the edge of the Forbidden Forest.

Goemon then turned his head towards Emperor Itamo. He wanted to see her reaction after hearing Yatsu's report. But after a while passed and Emperor Itamo did not react, Goemon then gave a warning to his men to immediately leave the room.
Not long after Yatsu and his comrades left the room, Emperor Itamo turned his back and said, “I give you one week. If you are not able to bring the child's head before me, then the seventh head of your men will be his.”
Goemon could only frown and cluck in annoyance when Emperor Itamo stepped away after threatening himself.
