Ch 28: The End of the First Stage Chunin Exam

Basically, the rules can be simplified like this.

The three-man Genin team will be given either a Heaven Scroll (Ten no Sho) or an Earth Scroll (Chi no Sho) before entering the forest. They then had five days for the entire team to reach the building in the middle of the forest with each reel in their hands; how they got the other scroll was up to them, by force or by trade being the most common option. Due to the natural hazards of the forest, the absence of outside services or assistance, and possible conflicts with other teams, genin must sign a statement of responsibility before entering to release Konoha from responsibility for injury or death.

If a team loses their initial roll, they are not automatically disqualified, as they can use the remaining time to get another copy of the missing roll. By the same extension, obtaining both rolls does not guarantee the completion of the second stage, as they still have to reach the central building on time. As the second stage progresses, teams that lose their reels will tend to gather around the building, hoping to prey on those who have both. Alternately, teams that already have both rolls can linger outside the building, taking rolls from others to reduce competition for later stages.

Candidates are prohibited from opening any of the scrolls until they reach the central building. If they followed these instructions, the scroll would summon higher ranked ninjas to give them progress to the next stage. If they do not follow these instructions, the ninja will render them and everyone in the area unconscious during the second stage.
