
Heru Cokro has decided on the option of appointing Samudro as the prefect of Manor Banyuwangi. Heru Cokro always had high hopes on Samudro because he already had enough experience and skills for the task after training in the Material Reserve Department and becoming a Camat.
Manor Banyuwangi will start from the beginning, in contrast to other manors. To begin the planning, Heru Cokro and the three directors gathered in the morning to draw up four important points for the development of the region.
"We have to move all the prairie tribes to three districts" said Heru Cokro. "They want to turn their livelihoods into large-scale farms and ranches."
"Secondly, we must build a solid territorial wall to ensure the security and stability of the region" added one of the directors.
Heru Cokro also suggested to seek talents from various tribes, including the noble families of grassland living in Java Dwipa, to fill a high position in the construction of Manor Banyuwangi.
"Manor Banyuwangi should be a place where different tribes and cultures coexist harmoniously" explains Heru Cokro. "We must create a rich cross-cultural and unique specialization in the region."
Then, they discussed the development of industry in the grasslands to strengthen the economy of Manor Banyuwangi. Various products such as leather, goat hair, and goat milk will be processed and sold to various Chambers of Commerce.
In addition, Heru Cokro prioritizes the protection of the natural environment. The presence of Barong is a major contribution of Manor Banyuwangi to the region, and they must protect the environment in which Barong grows and develops.
After planning the direction of the development of Manor Banyuwangi, Heru Cokro gave three copper settlement tokens to Samudro. These tokens are still unused and come from Batu Batih Ageng Inscription.
After finishing all the planning, the day had changed by noon. Heru Cokro left Samudro and the three directors to continue work and coordination at Manor Banyuwangi. He hoped the region would expand rapidly under Samudro's leadership.
Heru Cokro left the reading room and headed towards the back hall for lunch. There, Rama waited for him enthusiastically, after processing Sekar Ageng Candrakusuma, his appetite increased. Heru Cokro notices the change in Rama secretly, though does not know what really happened to the ageng schooner.
"I've been waiting for you, Brother. Let's eat together" said Rama with a bright smile.
Heru Cokro smiled and sat down to eat with Rama. During lunch, Rama recounted that he often felt hungry and waited until Heru Cokro returned before eating.
"Are you okay, Rama? Do you feel any different after cultivating that scatter?" asked Heru Cokro with attention.
Rama nodded, "Yes, I feel more energetic and uplifting after cultivating it. Thank you, Brother."
After lunch, Heru Cokro returned to his room for a short break. In the afternoon, he attended an important meeting that required sufficient energy.
In the main hall at 14:00, Heru Cokro presided over the first administrative meeting after Lunar New Year. He said that the power and prestige of the ruler was increasing, signifying that civil servants now had status and power separate from military affairs.
This administrative meeting is different from the previous meeting, because now there are many things that need to be done together by the division and department. Heru Cokro discussed the issue of building the Gresik Prefectural road network and how various divisions could contribute to the project.
During the administration meeting, Heru Cokro played the role of a listener and did not express his views. This role shows a second change in the leadership style of Heru Cokro, who now allows more directors and secretaries to make their own decisions. That way, the strength and abilities of the three directors grew even more.
Only time will determine the outcome of the changes and the new role in this administration. Heru Cokro is confident that with his collaboration and dedication, the region of Java Dwipa will progress further under his leadership and his team.
For many secretaries, life will be a little harder. Power and trust can never coexist. While Heru Cokro gave them more power, they also had greater responsibilities. If they failed and harmed the territorial gains, they would naturally have to take responsibility. A not-so-serious mistake will result in a lower grade on the year-end evaluation. Serious situations can even lead to their removal from their position.
One morning, Heru Cokro decided to meet with Gilang Ramadhan, secretary of Household Registration, to discuss his performance. They sat together in Gilang's study.
Heru Cokro started to open up the conversation, "Cross, I've seen some changes in your work lately. I'm giving you more responsibility, but it looks like you're facing some challenges. Can you give me an idea of how you judge your own work?"
Gilang nodded and replied, "To be honest, sir, the greater workload makes me feel a little depressed. But I try as much as possible to complete the task well. Sometimes, I find it difficult to handle situations I've never experienced before."
Heru Cokro gave the support, "I understand that your role is becoming more complex. But I also believe in your abilities. If you need further assistance or training, let me know. We can find solutions together."
Next, Heru Cokro meets with Havy Wardana, the tax secretary, who is busy reviewing the territory's tax reports.
"Sir, this is the latest tax report from our region" Havy said, giving the report to Heru Cokro.
Heru Cokro researched the reports closely and asked some questions related to tax collection in certain areas. Haven patiently answered those questions.
"I see that you've noted an increase in the area's tax collection. This is a good achievement" said Heru Cokro with a smile.
Havy smiled in relief, "Thank you, sir. Me and my team are working hard to achieve this result. But of course, there are still many challenges that we have to face in making sure all citizens pay taxes appropriately."
Heru Cokro appreciates Havy and his team's efforts, "I'm proud of the progress you've made. Keep working with this kind of spirit, and I'm sure we can take on any challenge."
Later, Heru Cokro met with Hari Pranowo, the secretary of Construction, to discuss the area's development projects.
"Master, the road construction project along Pantura is going according to plan" Hari said confidently.
Heru Cokro nodded, "I'm glad to hear that. This project is very important for the mobility of our region. But I want to make sure that its sustainability runs smoothly and within budget."
Day gave bail, "Sure, sir. We are watching every step of the project carefully. If any constraints or budget changes are required, we will notify you immediately."
Heru Cokro gave his confidence to Hari, "I know I can count on you and your team. Keep up your good work in managing our area construction projects."
