The territory interface at the village level has some very interesting changes compared to the previous territory level.
The biggest change was to divide the base building, which was previously placed in one column, into five categories, namely basic building, agricultural architecture, business architecture, cultural architecture, and military architecture.
Thus, based on the above assessment, the region needs to clearly separate various industries such as agriculture, business, industry, culture and military for a more orderly design. The goal, that the rulers of the region need to develop more detailed industrial management regulations and improve the administrative system of the region.
In this step, Heru Cokro began to apply the next phase. It is no exaggeration to say that the current administrative structure of Jawa Dwipa is sufficient to handle the entire village stage.
Not all territories, strange like Java Dwipa. At the settlement stage, it has developed relatively complete industries, such as salt industry, fisheries, livestock, business and so on. Most of the rulers who could obtain the basic buildings needed for the promotion of the territory, had mostly dried up their sweat and purses. Where they spend a lot of additional financial and material resources.
This is the reason, why Heru Cokro prepared from the beginning for the development of economic index, political index, cultural index and military index in Java Dwipa. Because the four indices will be requirements that must be met to promote the territory, starting from the level of hamlet.
Other changes are in the territory resources column that eliminate the statistics of specific resource units and replace them with different types of resource collection.
This is an important sign for the ruler to upgrade the territory from settlement to hamlet level. It also reminds them, that they should pay attention to how much wood the territory has, how much stone the amount, how much iron ore and other information. If not, then you are not a person qualified to become a ruler.
The ruler must necessarily have a broader view of the overall situation. In addition, you need to pay attention to the storage and management of resources, and make long-term planning.
Take Jawa Dwipa as an example. The environment here is mountains, forests, rivers, sea and fertile land. So there is no need to worry about the shortage of resources in a short period of time. Because in it is rich in resources, such as wood, stone, iron ore, fish and so on.
In addition to noticing these changes, Heru Cokro focuses on building new foundations. Although the hamlet level had the requirement to create eight new buildings, he had made those buildings at the RW level. Now, there are only two burial buildings and gardens in order to meet the conditions to promote the territory.
After looking at the property of the territory, Heru Cokro late had time to see the change of the residence of the ruler.
The ruling residence turned into a front and back house. The front house is where administrative officials work, while the back house is where the ruler and his family members live.
The furniture of the whole house has been upgraded to a better level, looking like a house belonging to a rich man. In addition, the residence of the new ruler no longer uses wood, but uses brick.
The layout of the front house is basically equivalent to the residence of the ruler when the territory is at the RW level, which is there is a main hall and two large offices on each side of the main hall. The western part, is the civil service office of the Financial Division. While in the east is the office of the Bureau of Administration and Bureau of Material Reserves.
On both sides of the front house, in addition to the room for a place to eat, there were five dwelling rooms for each division head to rest. Entrances become more luxurious, on both sides there is a utility room, kitchen, and a side worker residence.
After taking a look, Heru Cokro returned to the discussion hall. It turned out that the core officials of each division had arrived and were ready to discuss the initial expansion of Java Dwipa.
Heru Cokro smiled and greeted everyone. After sitting down, he said, “Themes of discussion today, I mentioned yesterday. That once the territory has reached the level of the hamlet, what should we do next? I believe that everyone who is here, has some ideas and plans. This time I will be a listener. Please Financial Division report in advance!”
Siti Fatimah sorted her idea and said without hesitation: “Currently, the territory's financial income is mainly derived from real estate sales, and taxation. Revenue on real estate sales has been used for low-interest loans and coupons. This is the process of collecting flowers with a long flow. Then it can be concluded, that there is no clear income.”
“As the golden industry of the region, Gudang Garam and fish farm only produce once yesterday and do not produce in a short time. The last is taxation. This has just begun, along with the inauguration of privatization. Tax revenues are not enough. Because the territory expenditure is very large, which includes salary expenditure, construction expenditure, industrial support expenditure and military expenditure. Salary expenditures include the salaries of government officials and the salaries of government civilian workers. This is a fixed expenditure.”
“Construction cost, requires large funds, both from labor salary expenditure and material costs. In addition, there are still expenditures for industrial support consisting of weapons workshops, wineries or breweries and farms, still in the hatching stage. The last is military spending which also costs a lot. So at the moment, we from the Financial Division do not see any profit. Therefore, the territory needs to continue to invest.”
“This can be easily concluded by yourself, that the territory's financial situation is not optimistic and clearly cannot meet expenses. The reason why it can be supported until now is because it relies on system rewards and loot for the annihilation of raider.” battalions
“Then, the next objective of the Financial Division's work is to reverse this trend and ensure that the territory's finances can operate normally, as well as maintain a balance between income and expenditure.”
“To balance income and expenses, it is impossible to cut expenses. The only solution, then, is to increase fiscal revenue. To achieve this goal, the Financial Division plans to expand the scale of Gudang Garam, fish burning and stimulate the territory business.”
“Salt Shrimp and fish farming which are the financial pillars of the territory, if the scale is expanded, can certainly quickly increase fiscal income directly. However, there are still advantages and disadvantages. Because a single fiscal income is not conducive to the financial health of the territory.”
“Then, another goal of the Financial Division is to encourage territory businesses. Based on this, the Finance Division proposes to provide funds to encourage more people with talent to open shops or workshops. In addition, the blacksmith's workshop, tailor shop or wooden workshop, can no longer meet the demand of the current territory.”
After listening carefully to the Financial Division report, Heru Cokro nodded in satisfaction, smiled and said: “Very good, it seems like the idea of the work of the Financial Division is still very clear. For the previous report, I agree. However, if you want to stimulate the economy, it is necessary to change the system first.”
“For that, I decided to upgrade the Financial Division to become the Financial Bureau that manages the Taxation Division and the Business Division. The previous Director of the Financial Division, Siti Fatimah was promoted as the Executive of the Financial Bureau, along with serving as Director of the Business Division. While Assistant Director of the Financial Division, Havy Wardana was promoted to Director of the Taxation Division. Specific policies on stimulating the economy, will be formed and executed by the Business Division.”
This is a very useful step for the Financial Bureau in doing its function. It also has the same level of administration as the Bureau of Administration and Bureau of Material Reserves.
Havy Wardana, the apprentice of Siti Fatimah has climbed two levels in just a span of a few days. From ordinary employee, to assistant director, and now to Director of Taxation Division. It can be concluded that Jawa Dwipa lacks people with talent.
Of course, this was also related to Heru Cokro's ambition. It should be noted that such an administrative structure is sufficient to support the territory to an advanced village level.
