"This is a matter that requires enormous effort, Mr. Mateus. Does it match the result?" A middle-aged Narva seemed to lean his body backward. The face looks fierce with the addition of a whisker that transverse menacing.
"True, Mr. Nadir. I used to think so too. It took too much effort" Mateus replied from the seat before the middle-aged man called Nadir.
The man was one of several of Mateus' best friends. Fellow noble families who care about the kingdom and the people. The man is a branch family of the Feymarch nobility.
Mateus headed to Meso only specifically to meet Nadir. He wanted to ask his friend to help him with the government that would be made after this.
"But even if the status of nobility is eliminated, is it possible that this thought and viewpoint can be changed?" Nadir took his eyes out.
"Yesterday I had a chance to meet with Mr. Chris in Guam city and Mr. Sabil while in Xin city. And had a chance to talk about this" Mateus said. "And that's also what Mr. Chris said when I talked about the plans that will be carried out in the Pharos region in the former Urbar kingdom" he continued later.
"Indeed it's a thing that is quite prone to cause rebellion and rejection. Also had a pretty small chance of success" Nadir was still trying to get his eyes out.
"But according to our leaders, by changing the kind of government we have, and focusing on other things, people will start to forget about the status problem" Mateus replied again.
"Enhanced at something else? Change the type of government?" Nadir seemed to not understand what Mateus meant.
"True, Mr. Nadir. By improving people's living standards, it will change their perspective on culture and lifestyle" Mateus replied.
"And how can we improve the lives of the people?" Nadir looks curious.
"By providing education, health security, employment with promising results" Mateus replied again.
"Is all that can be done? All of this will be just ideas and thoughts. It would be very difficult to make it real" Nadir sounded skeptical and pessimistic.
"Yes, that was also what I had previously thought, Mr. Nadir. But you know what? Now the central region of Pharos has done all these things" Mateus explained.
"really?" Nadir still sounds dubious.
"You must see for yourself you will believe" Matthew answered with a slight laugh.
"Then what about changing the kind of government, that was?" The curious Nadir asked Mateus again.
"So today the kind of government we know is the Oligarchy. A region run by a group. And our leader plans to turn it into a Republic. Regions run by rules" explained Mateus later.
"What is Oligarchy and the Republic?" Nadir seemed to have heard these words for the first time.
Instead of answering Nadir's question, Mateus appears to pull out a thin book from his bag. It is two palms in size, and contains only twenty pages. Who then gave it to Nadir.
"What's this?" Nadir received the book with a face that was still confused.
"Read, Mr. Nadir. You will understand" Mateus advised Nadir to read it.
Then Nadir seemed to start reading and turning the pages of the book one by one. And the longer Nadir reads, the more he seems interested.
"What do you think?" Mateus asked with a smile on his face.
"The guides written in this book besides being detailed, also make a lot of sense and make it possible to do so. By making the region a mixture of centralized government and autonomous government, making all actions more targeted, but also still flexible in the face of the situation that is happening.Truly a genius idea.." Nadir looks very amazed to explain the contents of the writing he just read it. "So who wrote this book?" Ask later.
"If you are interested, you can meet the author of the book. You must like it" said Mateus who was still smiling.
"Hm. I wonder what kind of person could steal your attention, Mr. Mateus"
"You'll see for yourself later"
"Then who are the people you have invited and want to join?" Nadir asked Saraya to back up.
"I have to win his head, and the rest will come by itself" Mateus replied. "So you were the first to ask, Mr. Nadir. If you want to join, it will be much easier to attract the likes of Boromir and Gordon to also join" he continued.
"You are indeed good at sweet words, Mr. Mateus" replied Nadir with a smile.

After traveling around the area for four days, Amithy and Mateus returned to the southern region of Pharos. Amithy's residence in the Southern city.
"While the plan was to reduce the division of the number of territories from sixteen to eight, it was still very difficult to get people who had the same abilities and goals" Matthew put his pen on the table. As he and Amithy were having a discussion in Amithy's living room.
"Do we really have to look for him? Are there no nobles who volunteered?" Amithy asked.
"Many volunteered, brother. Especially the branch families of the Magrace and Ravus nobles. Who desperately wanted to be the leader of the region" Mateus replied. "Even they desperately want to meet Lucia directly. Fortunately security at the south gate is quite tight" he added later.
"Wouldn't the more people trying to join, the better?" Amithy asked.
"Yes, if indeed they want to join just because they don't want to be expelled anyway it's okay. Or thankfully even want to help build the territory" Mateus replied. "But I think they're doing it for the sake of position. Because we are currently looking for candidates to fill the vacancy of leadership positions in each region. It's an opportunity for them to move on" he added later.
"And if they get the position, it will inevitably lead to abuse of authority and can even cause rebellion" Mateus added.
"But it's hard, because we need a lot of people to do a lot of work" Amithy looked lethargic as she reread the list of jobs given to her and Mateus.
"Yes at least we have a few candidates. So for the empty territory maybe we can leave it first for now" Mateus said. "For Ignus territory can also be separated. Samuel can still handle it" he continued later.
"Yes at least Nata will be returning from the Holy Land soon. Later we will talk about this again with him" Aminthy sounded exhaling a long breath.
"True" Mateus nodded in agreement.
