The Amithy residence in the highlands of the Southern City. Now called the Upper Station area, eleven people were seen sitting around a long table in the middle room.

The eleven included Amithy and Parpera, a Seithr girl Amithy's personal guard.

Then the other nine were the people in charge in various parts of the Southern City.

There was Diana and Thomas in charge of city security. Then two Morra men in the clothes of a craftsman in charge of public works. Then a richly dressed Narva man with a long haircut was tied back as the trade supervisor in the city.

After that there was a middle-aged Morra woman who was in charge of population registration, and also a Narva woman, Amithy's representative in running the City government.

Then there was a Morra man as a representative of the tribes, and a Narva woman head of the Botanical branch who was holding a greenery work plan in some areas of the city.

"As you may have heard before, the situation in the southern provinces is getting worse, right now" Amithy said. "And after holding several meetings with the administrators in the two new provinces, we agreed to withhold some work plans for the region. Especially those that are too far from the Central region," he explained.

"And therefore, for some regions of the Eastern Province in the meantime we will help." Amithy continued her words. "Or simply put, the region will be under my leadership. Which means it will also be the responsibility of all government officials in this South City," he added.

It sounds like some people are starting to change their experience and some are seen exchanging glances trying to communicate with the person next to them.

"But you can command one of the Botanicals to come here" replied Haldin who began to sit in a chair in front of Katarina.

"Yes, it's up to you. My men are taking the pump from the warehouse, wait a minute" Haldin said later.

"And I brought you this grain harvest. Don't tell me that we only ask and never give anything to you," Katarina said curtly as she pointed towards a cloth-covered wooden wagon visible from the entrance.

"It's up to you" replied Haldin, who would not prolong the matter. "Then how is the state of the Botanical group today? I heard they were seconded in the south there," he asked, then starting a new topic of conversation.
