Xavier had indeed said that they were in Eileithyia, and there was only one owner of that name that Artemys knew: the fairy queen. However, Artemys did not see a single fairy. Jenny made sure there were no fairies in this place. Hence, it could be a false assumption that the woman sitting quietly on the throne was the fairy queen However, after Jenny confirmed they were inside the Sacred Tree of Maidenhair, she said, there is no doubt that she is the queen of the fairies.
The question is, how did Xavier know the fairy queen? How do they have a close relationship? Does Xavier have a relationship with the New World Order? Or is it just a coincidence that they are in close contact?
