WHEN Xavier arrives at Kanna's office, Emily and Annabel are there. Xavier knew Emily was going to be Eleventh Commander, no wonder she was there. However, Annabel? What is Captain Achilles' Chiron Army doing here? Is he going to fill the position of Third Commander? Xavier finds it hard to believe that; annabel's ability isn't suited to lead the multifunctional division.
“During the day, Kap—ah, Commander!”
“Annabel, ..don't say that Achilles released you from Chiron Army.” Xavier did not hide his astonishment, stepping over to them. There were no other chairs there, and the sofa was located some distance away from Kanna's desk, so Xavier was forced to stand.

Annabel patted Xavier's shoulder softly, before then stepping passed, but not before whispering softly, “You two will always be our captain and vice-captain.”
Silence filled Kanna's study for a few moments, before the absence of a voice filled by Meyrin who had just come with three cups of coffee.
Xavier blinked, sitting in an empty chair. “Thank you, Meyrin,” said (who was only replied with a nod), sipping the black liquid was two gulps.
Putting the coffee-filled glass on the table, Xavier looked at his assistant. “Congratulations for your promotion to Eleventh Commander, Emily, thank you for your help during this.”
Emily nodded slowly hearing it.
“Lantas, who fills Third Commander position?” xavier asked, turning his eyes to the princess.
“Edelweiss from Adhelphina.”
Edelweiss.he's Nizivia's deputy. Xavier can't say they're close, but he makes sure to get to know the woman because of her role for Nizivia. Hence, he had no doubt that he could lead the 3rd Division well. Moreover, previously he was also one of the captains of the 3rd Division. Yet….
“How about the representative of Lumeira? Wouldn't he deserve to be the traitor's successor?”
“Turns. Edward's uncle kills him; he is evidently a devout follower of Lumeira. In fact, many important secret documents he had destroyed. If Uncle Edward doesn't act fast, Division 3 headquarters is definitely destroyed.”

Reinhart unrolled the letter and lifted it forward at chest level, then opened his mouth to read it:
“To Her Majesty Evillia Evrillia the ruler of the successful Elf Kingdom. From, the executor of the duties of His Majesty Emperor Nueva el Vermillion, Kanna el Vermillion. With great respect, and at the same time regret, this letter that I should not have written was forced to write.
“New World Order has—not once, or twice, but more than that— blatantly attacks the sovereignty, freedom, and peace of Vermillion Empire. Starting from the attack on the Padoru-Padoru Ship which carried important missions for the imperial economy, to the last action that almost killed two commanders of imperial pride. But the Islans heard them calling for peace, but they brought sorrow.
“Therefore, Vermillion Empire hereby declares war on the New World Order. Since the Elf Kingdom is ‘neighbor’ of the good Vermillion Empire, we expect you to leave the seedling organization of that war and let us work together to build a better Islan. We have great respect for the victorious Elf Kingdom, therefore we very much expect this request to be fulfilled.
“Then, Vermillion Empire expects the Elf Kingdom to hand over all the members of Deus Chaperon, especially El who (based on our intel) is hiding in the Elf Kingdom. If we can't, we want all the information about them. If it refuses to meet our expectations, it means that the good request that the empire is proposing is not heeded.
